I created new user accounts and copied data from old user profiles to new for some user. I would love to know a solution that does not involve a reboot. I doubt this would happen, cuz you have rebooted once already. More about the author I used to get this problem on a 2003 server, and was always recommended to use the Microsoft "User Profile Hive Cleanup" service..
If you just want local profiles, delete all the path info from the terminal server profile tab in ADUC.
