Try to Enter Windows in Safe Mode and then then delete the folder. I managed to download most of them but there were a few that failed. If that doesn't fix it, try Steps 3 through 5 again. This took some patience, as each step seemed to go on forever. https://support.microsoft.com/en-us/kb/2509997

Do you recommend i still get ESET?And the services.msc i have tried before but to no success. For some reason, I never get a notification that the downloads are complete. but the download stalled with 0 bytes downloaded. I would suggest thinking of a reinstall as a last resort.

The settings in here will depend on your ISP, most of the time if your either connected through a router (wireless or ethernet) you should have "Never dial a connection" selected

When I try to install SP 2 or a newer version of IE I receive a message that it couldn't install and has aborted installation. Windows 7 UltimateSP1 64bit, installed March 2016. Solution #3 worked for me. Internet Explorer 11 for Windows 7 is being installed right now.
